Rule Change Proposals

NOTE == This year we are using only the CBS Page as our Official Site for players transactions. No other sites will be used.
We have eight Owners voting. Doug and Wes did not vote.
Proposal One -- by Jim -- When a player is dropped from a fantasy team or traded to the NL, the FAAB will not let you bid on him for one calendar day. This is the way it is setup by CBS. This gives everyone a chance to view the transaction and decide whether or not to make a bid. == Since some leagues allow Minor Leaguers and DL players to be bid on, CBS does not have this mandatory one calendar day wait when those players become active on the NL 25 man roster. Several times last year a player was brought up from the Minors late in the day and thus was eligible by our rules to be bid on that night in the FAAB. This is not right as it does not give everyone a chance to view the transaction. == This proposal is to require a calendar day wait before DL and Minor League activations to the NL active roster can be bid on. Note that the one calendar day wait is something each of us will have to be aware of since CBS will not restrict us from bidding on those players. The Proposal below outlines when players will become eligible to be bid on in the FAAB.

" When players are dropped from a Fantasy Team or traded to the NL, CBS will regulate when they are eligible to be bid on. This information is on the Players Profile Page. == When players are activated from the Minors or off the DL, it is not regulated by CBS and each Owner is on his own to wait the one day after activation before he can bid using the FAAB. -- The time starts on the day when the CBS transaction site says the player is activated to the NL 25 man roster (or 40 man roster after August 31). If the player is listed in a box score as playing in a game before the CBS site lists him, the day he plays in a game is counted as the activation day. == Example - A player is activated on Tuesday, he may not be bid on until the FAAB of Thursday 12:07 AM CT. == If a player is bid on early, it will be an illegal bid, and the penalty listed in Rule 5 A) on FAAB Bidding Procedures applies."

This passed by a 8-0 vote.


Proposal Two -- by Gaurav -- This is an addition to our present September DL Rule.

"If a player is listed on his player bio page as "Shut Down" without an injury and is finished for the season, he may be put on the DL as are other September DL players. If the "Shut Down Player" plays in a game again, he must immediately be put on the active roster and the linked replacement player dropped."

This passed by a 7-1 vote with Frank voting against.


Proposal Three -- by Gary -- We have had a computer rule since the late 1990's that reads as follows ==
"Computer use during the Auction is permitted provided the software only serves database functions and does not function as a management program which recalculates values of players as the Auction proceeds. This would give the user an unfair calculation advantage. John Benson's software is an example, but others of the same type are also covered by this rule."

Please vote FOR or AGAINST the following
"These programs are everywhere on the internet and many are free. A large percentage of us use a computer at the Auction and there is no way to know if anyone is using a program of this type. This rule proposal would eliminate the software restriction and put everyone on an equal basis so they may use any type of program during the Auction."

This passed by a 7-1 vote with Pico voting against.


This is to Clarify Our Switch to the American League in 2013 ==

No players may be kept at the end of the 2012 season. This includes Astro players and any NL players that are traded to the AL in the offseason. Everyone is starting with an empty roster for 2013 when we switch to the AL. -- Thanks,
